Description
Add the capability to load FITS files into Mantid.
This will need to be loaded as a stack of multiple files into a single workspace.

Revert changes to Load that have broken the LoadTest system test
This reverts the changes to Load from commits
We need a better way for a specific loader to request that it will handle all files that Load has found. Refs #10061

Testing:
The FITS Header isn't strongly defined for the instruments which will be used. Current implementation loads files from the IMAT-Berkeley camera. Two files from this camera are attached. Issue raised in #10231
When loading both files through Mantid, the algorithm should load both files into a single workspace.

Tested that attached files loaded.
If *.fits is the standard data file extension image files it should be added to Mantid Data Files extension so these files shows up by default with Load
