Rename XMLlogfile to XMLinstrumentParameter

Description

When XMLlogfile was first created it was meant to just hold logfile instrument parameter. However, as the concept of instrument parameter extended, it now holds temporary information about all parameters before they are populated into a workspace.

Here update the name of this class to reflect this and also it associated documentation

Renamed class and updated class doc. re #10109

and removed header references in .cpp files where this class not used
