Enable no grouping of TOF workspaces.

Description

Further to #10116. I think it would be useful to have the option to not group the TOF workspaces. The reason is that input workspaces may themselves be groups, and Mantid doesn't properly support groups of groups.

  • Keep the current grouping default.
  • Have an option in the menus that can turn the grouping off if required.
  • Make sure the qsettings remember this option.
