Improve the value display options for mantid matrix values

Description

The values are currently formatted as f or e.

We should also allow g, as it will select the shorter of f or e and truncate useless 0's at the end of values.

to test

  1. load up a workspace
  2. for x, y, or e (values are independent for each (not changed)
  3. menu "workspace->set properties"
  4. in data format see new option "shorter"
  5. play with that and the other options
  6. if the value has never been set it will default to shorter
