New Refl UI: Add Import/Export table actions

Description

These actions should allow the user to run LoadReflTBL or SaveReflTBL to import/export the old reflectometry UI's TBL files.

Refs #10548 Add Import/Export table actions

  • Add showAlgorithmDialog action to ReflMainView
  • Add Import/Export actions
  • Connect Import to "LoadReflTBL"
  • Connect Export to "SaveReflTBL"
  • Add unit test for Import/Export actions
