Re #10567 Save wedges and add q resolution

To test:

• Perform a HFIR SANS reduction from the ORNL SANS reduction UI.

-> You should see wedge workspaces created according to the options you picked on the first tab of the reduction UI.

The new options let you pick the number of wedges you want, their opening angle, and an offset. The wedges are evenly distributed around the detector center.

-> You can now pick whether you want your log binning to be aligned with decades in Q. If you check that box, the number of Q bins becomes the number of bins per decade in Q.

• Perform an EQSANS reduction from the ORNL SANS reduction UI.

-> You should not see any new options and nothing should change.
