Description
Spencer has mentioned a couple of small changed to Indirect Tools:
- Transmission should be the first tab (it will be the most used)
- IndirectTranmission should be able to support TOSCA (all it does is read efixed)

TOSCA support will be done in #10673 as I need to find a better way to get a single efixed value.

To test:
- Open Indirect > Tools
- Notice Transmission is by default the first tab
- Try to use TOSCA, this should give a warning that it is not supported
