First time setup does not remember settings

Description

I start Mantidplot, I set up my facility/instrument as SNS/HYSPEC, but when I start MantidPlot next time it shows the facility as ISIS and instrument as ALF. Also, the "Do not show this until next release" button should be checked by default

re #10715 Added correct setting and saving of instrument and facility.

To test

It appears that the old first time usage never loaded the previous settings at all.

It should now:

  1. Have a fresh install setting of True for do not show me again
  2. Not save anything if you click ask me next time or just close the window
  3. Always remember previous settings of instrument, facility and do not show me
  4. only save changes to the instrument on a click of the set button.
