Description

Add background smoothing parameters to powder reduction GUI.

Set the parameter's value to the call to SNSPowderReduction.

Refs #10718. Added the support on parameter to smooth background.

And cleaned up the outputs as well.

For tester

Check that in 'powder diffraction reduction' interface, a new line edit input is added in the 'advanced setup' tab. Set value to it, such as '20, 3', and then reduce the data. You should see the parameter 'BackgroundSmoothParams' of SNSPowderReuction is set up from the results log.
