LoadGSASInstrumentFile fails to load some instrument parameter files

LoadGSASInstrumentFile expects an instrument file with a three-line header per bank. When this is not the case, the parameters are not loaded correctly.

For tester:

• Try loading hrpd.prm into a table
• Check that parameters are loaded correctly, making sure that their values are as expected from the hrpd.prm file, as explained in: http://www.mantidproject.org/CreateIkedaCarpenterParametersGSAS
