Multiple instrument sample transmission algorithm

Description

Once comment about the Indirect Tools > Transmission tab was that it would be nice to have one that worked for all instruments.

This should be simple enough to do if a wavelength (or range, via binning parameters) is specified as all the inelastic algorithm needs the instrument for is to find the elastic peak.
