Use the main mantid help system in ALC

Description

The ALC interface currently uses QDesktopServices to link to help pages. Use the main mantid help system instead.

I was almost going to suggest this when testing the last ticket for the ALC help pages.

Also, cppcheck failure seems unrelated since the failing file has not been modified.
