Description

Increase support for the TOSCA instrument to the same level as that provided to, say, IRIS and OSIRIS in the Indirect side of the ConvertToEnergy user interface/IndirectEnergyConversion scripts.

(In [7584]) refs #1772 - some further changes to tosca parameter file and indirect cte script to bring support for tosca into the interface. still far from perfect, but should be able to run through the convert-to-energy step and give "reasonable" results without crashing.
