LoadRKH cant load 2D dataset even though SaveRKH can save one

Description

Attached is an example 2D RKH file which LoadRKH should be able to load.

Probably get LoadNexus for Qxy workspaces fixed before I start this.

SaveRKH has one function to write the header, 1 for 1D and 1 for 2D, about 1/4 of the file is 2D.

Assuming writing the Load algoiithm is similar 1 day total (all of algorithm + tests + wikipage)

Bulk move of tickets to iteration 27, if your ticket is essential for Iteration 26 then move it back.

Time estimate - M. Gigg: 1 day at a maximum for this I think as it should essentially just be parsing a simple file.
