Modify GetDetectorOffsets to use Fit instead of Fit1D

Description

I believe I'm right in thinking that Fit1D is now considered obsolete.

Note that there may be a problem with Fit1D. When Vickie was writing the GetDetectorOffsets test she initially created a workspace with several spectra and identical data in each. Fit1D returned a different answer for the first call/spectrum compared with subsequent spectra (which did all match).

Tested GetDetectorOffsets with POWGEN data and it works correctly.
