Get both radius and angle from logfiles for SNAP detectors

Description

Create new instrument definition file for SNAP that uses new r-position and t-position parameters implemented in ticket #1873. Present SNAP_Definition.xml file only moves the angles of the detectors using logfiles.

Tested that reduction works correctly for radius and angles of detectors read from logfiles.

I tried it using some other log value and the detector moves in radius.
