Manage directories dialog needs to be more flexible

Description

The current "Manage directories" dialog, while much better than the original, lacks the ability to add paths by typing in the given path.

The only way then to add network drives is by mapping them first or by exploring network places, which is time consuming.

An extra text box for adding paths would be useful.

(In [7862]) refs #1962 - adding text input for directory in ManageUserDirectories dialog so users can easily add a network drive. if they try to add one that doesn't exist, ConfigService will throw a little bit of a fit but the error message given is sensible and descriptive in this case.
