Read in ISAW detcal files for SNAP

Description

Since ISAW already has the capability to calibrate the instrument using single crystal peaks, leverage this in mantid. A new algorithm will load in a detcal file and use RotateInstrumentComponent to move all of the detector panels accordingly. The target instrument for this feature is SNAP, but it should eventually work for TOPAZ as well.
