Add option to FlatBackground to return background rather than just subtract it.

Description

Add an option to the algorithm to switch between the routine returning the input workspace with the backgound subtracted and just the background.

The default behaviour should be the remove the background i.e. as it functions now.

seems to work. have added the parameter onto the wiki documentation.
