Archive system test logs (or at least those that fail)

Description

Currently, if the system tests fail then the only thing to do, other than rerun the test yourself, is to log on to ndw161 and look at the test log.

This is a problem for anyone not at RAL. We need to do something similar to the build logs so that everyone can see them.
