Add support for VULCAN calibration file

Description

DspacemaptoCal needs to get a new option to convert VULCAN style calibration files to mantid ones. Much more information on the details is attached. This does require an additional parameter to determine what style file is being supplied (POWGEN, VULCAN binary, or VULCAN ascii).

(In [9307]) Refs #2364: VULCAN ASCII calibration files can be read; binary files: almost. Made static function in align detectors and reused them in this algo.

Both calibration files work with Dspacemaptocal using Vulcan data
