Save a muon workspace to nexus and load it back and it gains a spectrum

Description

Workspace Index 7 is duplicated in 8. This happens on the loading because the saved file has the right number in it.

This is only if you do it in the same session - close MantidPlot and load the file again and it has the correct number of spectra.

Given this I'm going to move it into the next iteration.

(In [11051]) Fix problem with switching between file loaders that have properties with same name but different default. Tidied up the logic in the same place. Removed an if clause that could never succeed. Re #2476.
