VULCAN West detector data is not correct

Description

The data from the West detectors of VULCAN does not show the peaks visible from the East detectors. The "flip" for the West detectors was not done correctly for the Mantid instrument definition file.

Try VULCAN_5836. Before this fix first 3 detectors were noisy without the peaks seen in the last 3 detectors.

Running the attached test script produces the same output as the attached images.
