DIFC in GSAS file is wrong

To quote Ashfia:

I am looking at the gsas file and first note is that you are off by 
a decimal point in DIFC.  Our files have the same problem, your 
numbers are 10 times of what it should be.

Yep, formula matches the GSAS manual p. 148.
