Description

Create new algorithm like SumNeighbours that averages neighbors to smooth event workspace background. Request from TOPAZ team.

Banks get moved around before/after running SmoothNeighbours on a PG3 data set. Same thing occurs with SumNeighbours. This is Martyn's non-1-1 spectrum map-change's fault!
