WinPlotr will no longer load files saved by SaveGSS

Description

The first line should not contain a comment line. Currently this is the case and it confuses WinPlotr. From Winfried:

Attached two GSS files.

The lower run number works, the higher run number doesn’t.

Confirmed by Winfried that WinPlotr accepts the file of the # is removed from the first line.

(In [10345]) Fixes #2726. The first line of the GSAS file should not have a comment, removed it. WinPlotr package is happy now.

Hard to test, but if Winfried has confirmed it works - who are we to argue.
