.. from DspacemaptoCal's code. Load into an OffsetsWorkspace. The the SaveToCalFile algo will handle the saving back out to .cal format afterwards.

(In [11325]) Refs #2950: Implemented OffsetsWorkspace in AlignDetectors and GhostCorrection and CalToDspacemap algorith. DSpacemapToCal algorithm temporarily removed from cmake until a replacement is added (Refs #2979).

Loaded dspacemap file for POWGEN and used the resulting workspace to align detectors.
