Create a tiny sqw file and update the horace reader

Description

Aim for a file size in 100s of KB or smaller.

This is holding up our intergration into the mantid codebase and build servers.

(In [11352]) refs #2986 test for Horace reader modified to check new file format/ Other checks may be necessary as some rebinning operation can work with horace reader too.

Just a note. Once the new smaller SQW file has been added. I will need to modify DynamicRebinningFromXMLTest to use it. The new SQW file will need the same number of columns as the present SQW file.

new small Horace sqw file has been added to AutotestData and used in testing Horace reader and CPrebinning. Rebinning from XML and rebin-keep-pixels still use fe_demo_bin.sqw form VATES test directory (bigger file). Fixing that will be the job on the ticket #2943

New .sqw file is indeed smaller (<1MB)
