Description

... Algorithm that takes an OffsetsWorkspace and saves it under the funny binary format used by POWGEN. This will replace functionality in CaltoDspacemap.

(In [11415]) Refs #3004: SaveDspaceMap algorithm with test. Refs #2989: Deprecated CaltoDspacemap and used other algos. I don't think this will test given the size_t change...

Ran diff on output and it was identical to that written from CaltoDspacemap
