Add a goniometer rotation entry to the run (sample logs)

Description

... stored as a 3x3 matrix, and loaded/generated from EventNexus files.

Will require TimeSeriesProperty<MantidMat>

Give as its time the first pulse time. This will support continuous rotation in the future.

Add convenience methods to retrieve them (to run or Workspace?)

Should be able to set/read from Python. It passes the tests
