Description
Exactly the same as described in #7755 but using GausDecay instead of ExpDecayMuon

Tester:
Check that the formula in the code corresponds to the provided one and that test suite does seem reasonable and runs successfully.
When (and if :-) merging to master you might face three simple merge conflicts in CMakeLists.txt file. That's because both this ticket and #7755 add file entries to it. You can easily resolve it yourself by keeping changes from both tickets.
