Add options to the bottom of each C2E tab to make the interface more consistent with the other interfaces.

Refs #7838 Fix system test to use new options.

Also remove file deletion code as we now have a save flag.

These options should now appear more consistent across all the tabs (except Indirect Energy Conversion). Verify that the options still work.
