Fix documentation for SpectrumViewer

Description

The wiki page for the old ImageViewer needs to be converted over to a SpectrumViewer page and all the goodness that comes with a conversion. Also, the URL in SVConnections will need to be changed too.

It opens in the Qt help browser and it reads well. It would just need the Image/Spectrum fix but otherwise it's ready to go.

Ops, sorry I hadn't noticed that you had updated the rst. We got an unrelated failure on Windows. I'm trying one win7 rebuild (will give just a chance, as this is a really harmless change) and will merge it.
