LoadEventPreNexus is unable to load files from 4th pre-processor

Description

Vulcan has preNexus data recorded as the 4th preprocessor. The files end with neutron4.dat and pulseid4.dat. LoadEventPreNexus is not able to load these files but give out exception due to lack of instrument information.

For testers

  1. Get to SNS/VULCAN/IPTS-7727/0/20002/preNexus/, there are VULCAN_20002_neutron4_event.dat and VULCAN_20002_pulseid4.dat.
  2. Use LoadEventPreNexus to load these 2 files explicitly. Before, there would be an exception about no instrument found. Now the file should be loaded though there is no neutron event in the output workspace. It is because that the 4th pre-processor of VULCAN is for load frame and this run did not use it.
