Description

A very quick ticket to implement the minimum requirement of #8386 - namely sticking the instrument name in the title bar. I'd still like to go further, but I want to get this in in case I don't get more done before the next release.

To test: Bring up the Step Scan Analysis GUI from Interfaces -> General and check that the default instrument is displayed in the title bar. Change default instrument and make sure that the new default shows up properly when the interface is restarted.
