When loading raw data INST_Definition.xml is loaded. If exist also INST_Parameters.xml is loaded.
Add tests that checks this is done for
ISIS histogram .nxs and .raw files ISIS/SNS event data

Add tests that checks this is done for
ISIS histogram .nxs where inst+param are not in nexus file
ISIS histogram .raw file
event data where inst+param are not in nexus file (note event data where inst+param are in nexus file was already covered)
Test that these passes.
Note I did not cover the case:
ISIS histogram .nxs where inst+param are in nexus file
This will covered as part of an already existing ticket: #8214
