Add scipy to the mantid-developer spec files

Description
As scipy is now a hard requirement of the installer, make it one in the developer packages. According to cpack:
- on rpm based things it "scipy"
- on deb based things it is "python-scipy"

To test:
You could go the whole hog and build all the developer packages and then install them on a clean machine. Or you could just inspect the commits if you know what you are doing !
