Add saving TOPAS files to SNSPowderReduction.py

Description

Because Ashfia and Pam keep asking for it. Also, it is supported in SaveFocusedXYE as of the last release.

Re #9027. Added support to save topas files.

Rather than adding to the saveas dropdown I changed it to a simple string that gets parsed. The help was upgraded in the process.

This is in ​feature/9027_save_topas_files

To test: Try running with and with topas in the 'SaveAs' parameter. With it should add an extra file that ends with '.xye' to the output directory.

I tested with powgen data. SNSPowderReduction is able to yield the result as advertised. So ticket is closed.
