Unit test failures in Windows debug builds

Description

Changes in #9108 broke the windows debug builds. There is some segfault as a result of these changes. This highlights a real problem, and will also affect any of our windows developers who want to run the unit tests.

These changes have caused the windows debug builds to fail.
