Description

Parse the Beam Monitor Event Packets from the ADARA data stream and store the event counts for each beam monitor in a workspace sample log.

Strictly speaking, the code changes for this ticket will compile and run without #7209, but in most cases the data will be incorrect.

These changes add enough code to parse beam monitor packets and get the event counts. This code doesn't do anything with the event data itself, though. That will be left for another ticket.
