Python version of PropertyManager implement PyDict interface

Description

Since a lot of the common ways to use a PropertyManager is as a PyDict. In the exposed class add enough functionality so a user can use more of traditional dict patterns.

This is on feature/9266_propertymanager_as_pydict

To test: Varients of what is in the (new) system test is probably the best way to go. There is a known bug with converting it to PyDict. #9314 is for this issue.

Test failed: I ran the follow script from #9314. There is a segmentation fault occurred at the last line to get a property's value.

manager = PropertyManager() # add some values managerf? = 1. manageri? = 2 managers? = "3"

manager = dict(manager) print managerf?.value

Please read comment:7 on this segfault and ticket #9314. It is a known bug not addressed by this.
