Implement global doctest cleanup in Sphinx

Description

This will clear the FrameworkManager instead of requiring an explicit cleanup step for everything.

Things like save algorithms will need to cleanup files.

We could also do with adding the latex preview package to the pngmath extension. This means that the equation images have the correct vertical alignment.
