It needs to be removed from the various cmake and spec files.

To test: Look to see that assistant is no longer mentioned in any CMake files. You can check a Windows clean build package to see that assistant is no longer shipped. The developer packages can be code reviewed as they are a bit harder to check. One could try removing the appropriate package, cleaning and seeing that everything should build. Ubuntu pulls assistant in via PyQt, so nothing can be done to its developer package.
