Description

Stitch1d v4 wasn't meant to be a version up, more a direct replacement for version 3 (the pyhton version)

Remove the python algorithm and reduce the C++ version to 3

Refs #9765 Replacing python version

C++ version has had a version decrement to the same as the python version

Python files have been deleted

Cmake has been updated

Make sure all tests pass. This isn't a functional change but we need to be sure nothing reled of the python version explicitly
