Coverity - High Impact Outstanding issues in ICat files

Description

There are 5 Coverity high impact outstanding issues in the ICat module. Two of them are in the ICat3 subpackage. The other three are in GSoap third party code. Those may need to be ignored unless we're willing to take over the code.
