[ICAT] publish missing documentation

Description

The wiki documentation section MUST provide useful information. See http://www.mantidproject.org/CatalogPublish. We shouldn't be promoting this algorithm at all if there is missing documentation.

Tester - Check the documentation is thorough, well written and makes sense

This has been fixed when I updated the CatalogPublish GUI in #8537.

To test

  1. Verify that theCatalogPublish documentation is thorough, well written, and makes sense.
  2. Verify that the above changes made improve upon the documentation (E.g. the user should now understand that workspaces are saved to .nxs files and then uploaded).
