BASIS would like the inelastic detectors on the other side of their tank to be included in the IDF. They said that it is ok to be enable for around run 23741 onwards.

The new banks are 3 and 4.

Updated Analysing Energy. refs #8796

Updating by using the same constant for converting from wavelength to energy transfer that TranslationService uses.

Namely:

analyser_energy = 81.8042051/analyser_wavelength2

To Test:

The new geometry file, BASIS_Definition.xml should be the same as the older one, BASIS_Definition_20130719-20130120.xml with the additional of inelastic bank 3 and 4.

Updated valid from/to dates.i refs #8796

Now both side and diffraction are active from 2013-1-20
