Consolidate the mantid developer spec files

Description

Since they are largely identical, convert them into a single spec file with distribution switches.

To test: This is mostly a code review. There are also built rpms on ​copr.

I think that this also needs to have Requires: mantidlibs-qtwebkit-devel adding for scl enabled systems (i.e. RHEL6)
