Add libqt4-dbg package to mantid-developer package

Description

I was having some difficulty debugging some Qt related code due to a lack of debugging symbols for Qt4. It turns out the Qt4 debugging symbols are not installed by the mantid-developer package.

Perhaps libqt4-dbg should be added as one of the dependencies so that developers will have the symbols by default in future.

libqt4-dbg was added to the Ubuntu package as part of #10592
