Select correct tab based on type of user

Description

When a user navigated to the run list page the tab that is selected should be decided based on whether they are staff or not.

Staff members should go straight to "View by Run Number" Experimenters should go straight to "View by Experiment"

For Tester:

Note: Permissions may need to be altered for this to work as expected.

  1. Navigate to ​​http://datareducedev.isis.cclrc.ac.uk/autoreduce_webapp/runs (logging in if needed).
  2. You should see the correct tab selected depending on if you are an instrument scientist or not.
